how come when a headshop sells waterpipes, and pipes and stuff, its "used for tobacco" but if the cops catch you with it, its called "drug paraphenilia" if you keep it clean, and there is no residue in it, and the cops find that, cant you just say you use it for tobacco?

if its 100% clean and doesnt smell like weed at all than im sure they cant do shit... but even if it has the slightest scent of cannabis u can be pinned.
