Domican Repulic Is Set To Mass Deport Haitian Migrants

Today (Thursday, June 18th) the incredibly dense and short sighted Government of the Dominican Republic is set to deport thousands of Haitian migrants in a poorly thought out attempt at 'getting a grip' on its migrant work force.

MEXICO CITY - On Monday, Yayine Mesilus was snatched off the streets of her small village in the Dominican Republic and taken back to Haiti, from where she had migrated eight years ago with her little brother to look for work.
That, by the government's own account, was not supposed to have happened. Ms. Mesilus, 29, and other migrant workers in her situation were supposed to have until Wednesday night to register with the Dominican authorities before being deported.

Yet for the last several months, under so-called Operation Shield, migrant workers have been routinely seized and expelled. Though this particular operation is meant to single out only those illegal migrants who have turned up since late 2011, the process is never clean, as seen in the case of Ms. Mesilus.

Ms. Mesilus, who was forced to leave behind her brother, Clever, who is now 18, stands as an example of what many fear will come to pass starting Thursday, when a much larger, broad-scale deportation of Haitian migrant workers is set to begin. As that sweep unfolds, those who have complied with the law, even those born on Dominican soil, may be arbitrarily tossed out as well.

Consider: Ms. Mesilus herself had started the registration process, which should have protected her from deportation for another 45 days.

â€œI was thrown back here because I was not carrying my document to prove I was already trying to register,â€ she said in a telephone interview from Fond Parisien, Haiti. â€œThey didn't even give me the chance to explain what was happening,â€
The impending deportations stem from a law passed last year that requires all foreign-born workers to register with the government within a year or face deportation. The government has said it wants merely to get a grip on its migrant work force, and has promised to open a path to naturalization for those who register

But many here see the efforts as an extension of efforts to rid the country of a chunk of its Haitian population; Haitians account for about 85 percent of all migrant workers in the country. The law, which followed a 2013 court ruling to strip the citizenship of children born in the Dominican Republic to foreign parents, was seen by many in the human rights community as thinly veiled discrimination against the Dominicans' darker-skinned neighbors.

Dominican Republic officials bristle at such criticism, claiming that allowing illegal immigrants a path to naturalization is more generous than the policies of many countries, including the United States. Besides, many Dominicans feel as if their country is under siege by migrants and want to bring the flow of entrants under control.

Dominican officials say anyone lacking identity documents or who has not registered for a so-called "regularization" program before the Wednesday night deadline could face deportation.

The Dominican government says the changes to its nationality and immigration laws aim to tackle illegal migration from neighboring Haiti. Human rights groups say the move is rooted in longstanding racism and xenophobia in the Dominican Republic towards darker-skinned Haitians.

Over the last century an untold number of Haitians have crossed into the more prosperous Dominican Republic to escape political violence or seek a better life, many working as sugar cane cutters, house cleaners or babysitters.
Human rights groups say the new law could impact hundreds of thousands of these migrants and a smaller number of Dominican-born people of Haitian descent who lost citizenship after a constitutional court ruling in 2013 that has faced international criticism.

That ruling reversed the right of citizenship for foreigners born in the Dominican Republic, stripping children of Haitian migrants of their Dominican nationality, human rights groups say.

Dominican President Danilo Medina has said there will be no mass deportations. But undocumented Haitian migrants can be deported within 48 hours of the deadline, government officials have said. Those who register under the regularization program will have 45 days during which their applications are verified.

The government says more than 210,000 people have registered under the program. Those deemed eligible could earn a two year temporary migrant status.

The Dominican army has 2,000 troops ready to help coordinate the removal of people who fail to meet legal requirements to remain in the country. Four "Welcome Centers" are being set up to receive undocumented people, the government said.
Local media have reported the government has dozens of buses on standby to transport undocumented people to the Haiti border.

Maybe its just the naive dreamer in me, but from purely logical perspective (all ego aside); wouldn't it make sense instead of spending money on the troops and the buses instead spend it on helping the poor people of your country to get on their feet and thus making your country more prosperous? Whatthefuckdoiknow?
In my opinion they are actually wasting resources in the name of trying to save and ration the resources, or maybe its all racism hidden under it? who knows I haven't been there 'boots on the ground' so I don't know the sociological behavior of their society / structure/ culture.

I bet the GOP is admiring the tactics of Dominican Republic, "Hey they've got some pretty good ideas, okay anyone who cant trace their linage back when we first stole this country, get out" (then half of them find out they cant trace their linage back to that time either) "unless you're rich, then you can stay"

Introduction:

Working in six countries with an international consortium, we investigate whether a multifaceted Graduation program can help the extreme poor establish sustainable self-employment activities and generate lasting improvements in their well-being. The program targets the poorest members in a village and provides a productive asset grant, training and support, life skills coaching, temporary cash consumption support, and typically access to savings accounts and health information or services. In each country, the program was adjusted to suit different contexts and cultures, while staying true to the same overall principles. This multipronged approach is relatively expensive, but the theory of change is that the combination of these activities is necessary and sufficient to obtain a persistent impact. We do not test whether each of the program dimensions is individually necessary. Instead, we examine the â€œsufficiencyâ€ claim: A year after the conclusion of the program, and 3 years after the asset transfer, are program participants earning more income and achieving stable improvements in their well-being?

Results:

At the end of the intervention, we found statistically significant impacts on all 10 key outcomes or indices. One year after the end of the intervention, 36 months after the productive asset transfer, 8 out of 10 indices still showed statistically significant gains, and there was very little or no decline in the impact of the program on the key variables (consumption, household assets, and food security). Income and revenues were significantly higher in the treatment group in every country. Household consumption was significantly higher in every country except one (Honduras). In most countries, the (discounted) extra earnings exceeded the program cost.

Dread swept immigrant areas of the Dominican Republic, fanned by a history of discrimination against the country's poorer, darker, Haitian neighbours. An unknown number of Haitians and others faced expulsion after the passing of a deadline to apply to stay legally. Some had queued for days to get paperwork in. Only just over half of the 500,000 immigrants, mostly Haitian, had filed their forms shortly before the deadline expired on June 17th. Those under threat include people of Haitian descent born in the Dominican Republic decades ago. Many have never lived in Haiti. â€œPeople could be expatriated from the country in which they were born. That would make them stateless in Haiti,â€ says Bridget Wooding of Obmica, a think-tank in Santo Domingo.
