Do I Need To Dilute ready To Use Neem Spray

  1. it has .9% hydrphobic extract of neem oil. its made by bonide.

    my plants are about 7 inches tall outdoors and ive noticed some holes in some leaves. should i dilute this mix or spray and go. i dont want to do more harm than good.
     
    i also notice little white balls on the stem, but no mites or any bugs to be seen

  3. i will prolly get  somethign in a concentrate or neem cake next time. happened to see this when i was at my local store and thoght i needed some for preventive measures...now im using it to get rid of aphids...i think . small white/greenish eggs on the bottoms of leaves. saw a few white dots jumping around too. not spider mites but ive read that when temps get too cold for mites you get aphids.
     
    i also have ants all over my grow site. not in the garden but within 50 feet of it.
