Do i fill this pipe with water?

    IMG_4008.JPG It doesnt really bubble but acts like an ash catcher. Not sure if i am using it correctly.

    Does it have a downstem that goes down in the bottom part if you yeah u could fill it with water

    There is no down stem. So i shouldnt put water in it?
