I found this crazy looking double perc today and had to have it. Now that I've got it is can't figure out how to get the water level correct. As it is in the picture the bottom perc seems perfect but the top perc doesn't function at its water level. If I add more water from the top of the bong it fills the bottom perc all the way and changes nothing for the top. If I continue to add water until the bottom chamber is full and the top perc is covered and functional it takes one hell of a draw and the stem is full of water. I've tried tilting it on its side, blowing down water, drawing it up. I am lost. Any information would help thank you
