Is there anyway possible if I already have css on my computer to add it into a steam account that doesn't have css.
yeah you should be able to go to Games in Steam and there should be something that says "Activate a product on Steam..." but you're gonna need the cd key
If the CSS you have already installed on your computer is already registered with an account than no you cant. You cant transfer over what you bought on one account to another. But if your talking about a pirated copy? than maybe? but i don't see the point really. feed me some details.
