connecting a ceiling lamp

  1. Hello GC!
    Cleaning up my mess at storage i found an old ceiling lamp that still should be working.. it has 2x32w 4pin bulbs in it so i thought additional 64w would not be bad for my plant. As I'm unfamiliar with electric stuff i don't want to make a bad mistake wiring it.

    Seems like i only need to add it to power outlet. Maybe someone can help me do this correctly?

    In the picture there are 2 wires coming out from the black thing. Would it be a good idea to cut some wire that goes into a standard EU power outlet and connect them? If so how do i know which is the positive and negative wire?

    Sorry for being such a noob :D
