  1. That page means that if you drop your app off in person, no one will review it for you. They put it in order of receiving apps and won't issue you a receipt for it either. When they get to opening it up (usually about 4-6 months) they will review and cash form of payment if thy plan on approving you, or when they open if there's a problem with it, they send it back to you for you to correct. If they cashed it, then in about an additional 4-5 months you will receive you official card. It is about 8-10 months from supmitting apps until you get actual card.

    The best way to subnit app is to send by either cert or registered mail. This will give you a proof of mailing. After 35 days after you mail, if you don't hear from them, then you are assumed legal ( the is in the amendment) and you can visit disp or grow your own and if questioned by LEO, you show your app with proof of mailing and you are good to go. If the registry denies you they will send you a denial letter in about 3 months from when you first apply.
