CFL to HPS neccessary?

  1. I was wondering if propagating from seeds under a cfl until plants are 3"-5" tall is a good idea, or if I would be better off germinating and transferring straight to HPS (stepped down too 600W on lumatek ballast, working to 1000W). Getting ready to start my first grow soon, and debating on buying a small CFL set up for my starts (from seed).
I was going to use this set up
Amazon.com: Hydrofarm JSV2 2-Foot Jump Start T5 Grow Light System: Patio, Lawn & Garden

Then transfer to my the 4x4 tent whenever they grew a little. If I dont do that, what is my alternative?

i always start out with seedlings/clones, under t-5's. why waste a bunch of juice when it's not necessary? i go from t-5's, to 400 watt mh, to 1000 watt mh, then 1000 watt hps. works great. cuts and seedlings don't need mondo watts early on.
