I firmly believe that post-legalization will see stores selling strains with a range of THC strengths. So we'll be able to choose from 0% THC right up to 25 to 30%, and we'll use whatever is appropriate depending on if we're using the herb as a substitute for tobacco (lower THC) or as a substitute for alcohol (higher THC). If this prediction proves correct then we already have a form of legalization as 0% is now being sold in stores across a lot of the country.
