Can you water tiny plants so water comes out of bottom?

Hey all

Im wondering about the watering-technique of giving water until 10-20% water comes out of bottom.
Can you do this to tiny and new plants from seed?

Im using standard soil for flowers and Im using small/middle pots.

 

Have you tried it yourself and did it work well? No chlorosis, yellowing/whitening leaves on the plant?
