Can never seem to get high off a second cone

Alright, so I have this weird issue where I can't get higher than my first cone, if anything another hit of my vape sobers me up and kills my high.

Has anyone else had any experience with something like this?

I don't think it's got anything to do with tolerance, I don't smoke regularly and can have weeks to months between hits.

This has always been an issue for me.
