well indoor you can grow all year round and i feel indoor is a good place to start if this is your first time
You can do anything you want, but ideally you would have planted quite some time ago and flowering soon. 2+ months ago from what (little) I know about starting to grow outside, is when you wanted to start.

No, it's too late. Seems clear that seeds aren't even germed yet, plant won't be big enough to start flowering until mid October, harvest at the earliest in mid December? Catching the waning sun all the way to the solstice at harvest time? Depending where in NC you very well could hit a frost before then, and even if not you will be lucky to harvest much of anything since MJ loves all-day full-strength summer sun. Really should wait until about April.
