It's always a little hard to tell if these kind of questions are serious... that plant looks very weak and feeble. It looks like you have one of the "23w = 100w" energy saving lightbulbs, and although it says "100w equivalent" on the box it's actually only food for 23 watts and you need four of them. To be honest, I would suggest cutting the plant half way up and planting it as a clone, then growing both plants and get another couple of bulbs. Then go 12/12 in 3-4 weeks. You can do it now, but the way your plant has grown tells me that you wont have enough energy coming from your lights to let the plant grow buds. We get energy from eating sugar in food, plants get energy from light, so it's pretty important.
please start over, you will be so much better off with new seed, more light/closer to the plant, can't fault you for trying, but you need to learn the basics first, read the beginner section and you will see a big change in the plants you have.
