hi i am new to growing indoors and i am limitted on space first off i woud like to know if i can grow a plant under 13'' ? If so how would i do this and what would be needed i am not worried about the yeild of the plant as i am just doing this as a hobby but i would like the bud to be at the highest potency that it could be. all tips and answers would be appreciated thank you.

Ya people have had "bonzai" plants where they can be less than 14" and yield about a quarter or so if buds. Look around seed banks for lowryder/easyryder seeds, basically any dwarf autoflowering strain, and practice lst and topping and you should be able to keep it pretty short.
thank you all i had been looking into the bonsai method and thnak you (thus far) i will definetly try the LST ,cant wait for my plants to get bigger now
