Looks like aphids. Tell your mate to buy a 30x pocket microscope and examine the body of the insect. If it has two spike looking features extending from its backside called the cornicles. Then it's aphids. Does he have any flyers yet?
Also, I had something that looked like that on me doc said it was crabs, so who knows plants might have caught em too.

Man it's such a chore to identify beetles... especially since I used to know exactly what this one was but I just can't remember. Best I can tell it's a type of ground beetle. Harmless, just rehome the little fella with a cup or something.
