Basically, to me, what Bush is saying is that its illegal to torture, but its up to him and the man in the field what the boundaries of torture are.. Ever heard of Sonic Torture..completely harmless..but absolutely painful..
Bush only passed this through because yesterday he was getting a colonoscopy and dick cheney had presidential power for a few hours and bush didn't want him flying off the handle and order everyone at G'tmo to be tortured and executed under Cheney's rule.
