Bugs, and height problem,

    I found 3/4 of my plants have holes or parts of leaves disappeared, so I went through them one by one, I found some bugs like the pic I inserted, it reminds me of some moths that went in the tents before I put my plants into flowering, so I'm gonna use neem oil and anything else? what is the ratio(like how much NEEM OIL with how much Water)？
    And as I said, I've put em into flowering for over a week, the plants are still growing height very fast some of em even too high to stand straight, is that a problem?
    Thanks for your time in reading this, I'm a first-time grower.

    Looks like Caterpillars. Moth / Butterfly Larva.
    BT Thuricide is what we use but you usually find Caterpillars on outside grows.

    6 foot bamboo stakes and 1 inch wide plant tape tie. for supports.
