Bong question

    Just picked up some new glass and a question it has like 2 chambers sort of thing a bottom bit the downstem goes down into and another bit above which has a shower head perc i think, it's like a dome with a tube in it the smoke comes through the lots of holes at the bottom of it, do i fill this top bit up with water? or just the bottom bit up?
