What software can I use to put an mp3 or mp4 In so I can cut out thevoice and just listen to the beat/ bass ?
There is (unfortunately) no software that can cut out a vocal track out of an mp3 or mp4 file. You would have to obtain a vocal free edit.
Actually, samples are bits of pre-existing sounds of music that are arranged in a new piece. In hiphop, they call the vocal only track an "a capella" and the music only track the "instrumental". You can find websites that have these by searching google.
