    It charges and the green shows its charged but when I assemble it there is no charge as the blue never comes on??HELP

    I assume you mean the blue does not come on when you press the button.
     
    Do you feel the button engage when you press it?

    Its either a fake or defect. Id troubleshoot than take it back to where you got it. If the batterys screwed into to the wall and the light is green , than you add you chamber and mouthpiece , and than you see no blue headlight that means your shit is broken.
