I didn't see this reply until now, I'm honestly not sure. I'd venture to guess that they would be able to get seeds and clones but I'm not too sure as far as bud.
Just being able to grab a seed or maybe a clone would be so convenient. I've heard sketchy things about buying clones tho, such as in Cali. I've heard more than once of somebody not having spider mites, they bring a clone home, than next week they're infested with mites.....
