Bill to ban drug pipes, bongs voted down The ACT Legislative Assembly has voted against proposed laws which would have banned the sale of drug paraphernalia in Canberra. Canberra Party MLA Richard Mulcahy introduced a bill to make it illegal for retailers to sell items like bongs and pipes. He won the support of Liberal MLAs but Labor and the Greens had the numbers to defeat the bill.
