Well, either one would work probably equally well. The tube may cool better, just due to the internal shape. You can always put a reflector over a cool tube, which would make it pretty close functionally to a hood. I would doubt that one would cover more ground if they both had reflectors. I've seen cool tubes used vertically though, which would then probably cover more area.
The cool tubes concentrate the light into a smaller area; hoods would spread it out better. This is just because of the reflector designs; the hood reflectors are larger. Cool tubes cool much better. If you want some high quality stuff, go cool tubes; great cooling lets you place them closer, which just builds on the already concentrated light. Right now I'm running a single 600 watt air cooled hood; if this first indoor flowering goes well I'm probably switching to two 600/1000 cool tubes.
