Put your clear cup in a colored solo roots do not like light, 7 watts is not much light, suggest additional light, what type of soil you using?
Yea I did some research and it looks like the steam is stretching IDK? How many watts for led light you think? I don't pay the electricity bill you know. I'm also using miracle grow seed starting potting soil. I also thought that maybe the plastic cups where to little for the roots so.i put them in big jars.

I had them in plastic cups before I got paranoid that the roots might need more room and that's why there kinda slow .
Also what light cycle should I keep it at I've had it for 13 light and 11 dark. Sometimes a little longer.

Besides needing more light Your soil needs more aeration,it looks lumpy way to heavy, you must add some perlite or aeration of your choice or they will never grow they are starved for oxygen, will stall, yellow then die my friend, instead of Qtips add more amended soil to your planters, bury those stretched stems up to about an inch nch below your leaves, don't overwater
You're trying to grow in mud with inadequate light. You need perlite in your mix for oxygen to the roots and you need a lot more light. I suggest you do some research www.growweedeasy.com. These plants are three weeks old for a comparison. .
