Let's say you have a wanted political prisoner lets say , one of those hero whistle blowers on the run and you're the the government. Many extremists are after the individual. You have to protect the life of this individual. All your buildings are bunched together. and the safe house is heavily guarded , but now, you're putting the neighbors lives in danger breaching their rights. What do you do? tell them to suck it up? or give up on the prisoner?
