The video looks like Jersey City, not New York. The people running were obviously a group of tourists - probably from down South, and California. At the end of the video you see people walking along, not even running. Those were the New Yorkers and New Jersey people who work in Jersey City. YOUR people ran.

Maybe the Obama admin ordered the photo shoot to see if it looked similar to the conspiracy theory that it was a military plane that hit the towers or to explain the anomalies in the video and photography of 911.... More likely for teaching fighter pilots what to do in a repeat, but than why did they have to spend so much money and resources to do what they could do with diagrams and photoshop? See below, the Colgate Clock. The biggest building in the area is the Goldman Sachs Tower. There are hotels right there - which is where those tourists in the video were likely staying, and running towards. About 18 seconds into the video, and in other parts, you can clearly see the flags on top, and the outline of, the clock. It is the world's largest clock, and has an octagonal shape.
