SativaBleu there a lot of pc grows journal on the net with low powered cfl and they have pulled over 1/2 oz bud Its not something i would do, but you can flower plants under your lights if you want to as Blue Zippo said "You know that during the 12 hours off, the plant needs complete darkness for 12 hours"
Based on the node spacing I would watch it closely I am on my second plant and my lighting is cheap and low on watts as well but my first plants node spacing was much closer and way busier also signs between genders. Females grow more bush like where males grow tall with longer node spacing.
