According to this HID GUIDE a 400-watt HID light should be 12-18 inches from the plants -- so that would suggest you may actually want to drop it down about 6-inches. The guide, however, does make a note to consider how you are cooling your lights.

I just keep my clones off the side of my mother plant space...no direct light really. Might want to be carefull putting your rooting clones so close to light.
You are right, 'rooting clones' don't need to be bombarded with intense light. Invest in a 6400k CFL for the clones.
Depending on how many clones and light wattage, they should be perfect. Keep the clones under it/them for 24/0 lighting.
I keep my rooting clones in a light free high humidity box and foliar spray them with ph'ed water with good results. Thats when I am not using my homemade bubble cloner.
