Okay so we're good with the ppm. Bring the ppm up a little in your solution, it can take it, that lockout is what's keeping the plant from being able to feed. This would suggest that your soil had a starting baseline that was quite acidic. Time to do a slurry test, take 100ml of soil and mix it with 100ml of water and let it sit for 24 hours, then filter it with a coffee filter and test it. When the soil is acidic you have to make up for that through trial and error by raising the ph of your solution, I would try 7.2. The next time you water do the same again... slurry test, run-off test and record the results again. Then you can compare it with last time and adjust accordingly if required. This whole weed business is starting to look a little more complicated huh
