I'm going to be starting off 25 plants from seed and keep them inside for one month before transplanting them outside. How many watts of CFL am I going to need to be able to do this?
A ton. Like 1250W. Since they're only going to be inside for a month during veg you might get away with a bit less but not too much less. I'd say 800W minimum.

Why are you going to grow plants inside for a month before moving outside? Month-old plants are pretty big and, as viper says, you'll need a lot of light at that point. Why not transplant at the 2 week mark? The plants will be smaller and easier to move and better able to acclimate to their new outdoor homes. You'd probably only need a couple of 4 ft fluoro tube fixtures to get 25 sprouts to the 2 week point. GL!
800 real watts, not equivalent. So no, 4 of those won't work. And johnk makes a good point. Why not transplant sooner?
