If that user is violating the TOS and you report the post to admins then they will get banned. For example, this should have been handled by pm'ing an admin instead of putting a personal beef on blast.

 

Depending on your browser, there is somewhere to click in each person's post to report that post to an admin. You enter what is wrong with the post, and it sends a to all of the admins. There is also a support section, or something along those lines where they have a list of admins. I will see if I can find it when I get back to my PC if someone doesn't link it first.

I will also say, depending on what you call bullying it may not be against GC terms of service. You can actually be a jerk, as long as you aren't an insulting jerk. For example, if I said you were retarded for this post, it would violate tos as a direct insult. If I said that the post is retarded it might not because I am insulting an idea rather than you directly. That really is purely for example, I'm just trying to help explain.
