I think ur spot on. Mayb u could load up on the N a lill more b for flower,,carry her thru a little more.
Check for bugs. Thrips will leave white specks on leaves were they chew on. Just a thought.
So u started ur flower cycle then moved them outside. That might hav caused them to revert bac. The only prob is there mayb a late harvest.
The only time i have seen that is wen a plant was coming out of re-vegg. R there any bud sites? Male -fem? Did u start them outside?

Do u monitor ur PH reading. What type of feed do you use and what about ur soil what does it contain?
R they close to finishing? If so you could just leave on water only mayb a lill molasses till the end.

I hav tried many different ways and the best i hav found was my str8ght well water. Plain well water or tap (left out a lill) air stone and pump...
One problem would b soil,,next wood b overwatering and to much lov. I'd read up on the different types of soil and how you want to feed it....
Its a leafhopper,,Insecticidal soap would help.
