This is very good news, but don't get your hopes up too far people. It sounds like they are still going to be going after people and then just sending them to rehab instead of prison. This is progress but it seems like it is more or less a distraction from legalization. They will try to push it as an alternative to legalizing when in reality it will just make more people want to use drugs since they won't be going to jail. It's good to know that we don't have another douchebag like Walters as czar though. This guys been in office only a few months and he is already completely changing the face of the department. Good stuff.
