    Of course they can have different meanings. Words are man-made, not universal. Not to mention they are slang terms. A "pot head" or "stoner" to me is just someone that consumes cannabis. I don't bother getting technical with slang.

    to me a stoner = a laid back person who can handle their business. smokes at a safe house. and does't pressure people to smoke

    while a pot head = some one who can't handle their business, along with smokin anywhere at anytime. and try to get erryone to smoke
