Highest Legal Limit City/County?

    What city or county allows medical marijuana patients the highest legal possession and grow limits. Humboldt County seems highest with 3 lbs and a 100 sq ft canopy that can hold about 30 mature plants. What city or county allows you or dispensaries to grow and possess more than that? Can Medical Marijuana dispensaries grow hundreds of plants if they have hundreds of patients? :)
