you want to plant them after the last frost of the season. when you germinate them, little white things will poke out of the seed shell, im not sure if the length matters, but id say when there about 1cm or half an inch out of the shell plant them .
Dependes on the soil, wait till the top soil is completely dried out unless their young seedlings, may be 2-5 days
Now. Indoors. Then transplant outside on vacant lot or where ever in 2-3 weeks. I suggest as many as possible to ensure a harvest. Like is written, it's not that easy and you can make it easier by starting seeds indoors 14th of Feurubary. Grow for 3 week. Flower until you know you have all females and plant outdoors the end of April. I will not be doing this so I will have to go remove male plants in July/August.
