Since nobody here is helping, I think you should pour water in where the bowl goes until it is right about level with the bottom of that inner cone thing. I think this is a recycler and the goal with a piece like this is to have the water circulate through the piece, though i'm not sure exactly how this piece would work. Just mess around with different amounts of water until you get something that feels right. Sick piece by the way.

There's two places to put water in you suck on it to see if you need more. not much more to help..... ground glass opening is for the bowl. Since its a recycler it shouldn't even matter where you put the water in. Each piece is different in how much water it uses. That's all that you need to know. Just test that sick ass piece till you like it sure hope you didnt need this bit but foreal I gotta clarify Since obviously I didn't help also had to cut out the humour Also those are mostly ment for oil but they'll work for anything. Maybe pretty good for flower never tried. May the bong be with you.
