FIRST CFL GROW, having major problems. Someone PLEASE HELP?

Im using happy frog soil.
General Organic Go Box nutes which out of the box I have only been feeding with quarter strength BioThrive and CalMag+.
pH between 6.5-6.7
PPM under 200
These problems started early in vegging stage and since noticing I have flushed once about a week and a half ago with distilled water and still not much signs of improvement. Most fan leaves are showing signs of distress while some look perfectly fine so it's not effecting the WHOLE plant. Here are some pictures, anything helps guys thanks.
