People in places where medical marijuana is legal will grow out strains and have them tested for that kind of thing. - As of today, with seeds, you only have about a 25% chance of getting very high CBD to very low THC in a strain capable of producing it. It's called phenotype variation in strains that aren't yet stabilized. - That's why I was saying a cut is the way to go. I live in a legal state(Colorado) and its difficult to find the REALLY rich cbd cuts... Sure some places have cannatonic and R4, but most come out near 1-1 or 2-1 CBD-THC. Just like with the best yielders and dankest cuts, shops here hord their good shit and send out the cuts they aren't wanting to run anymore.

I have seen lab results for Sozo, which had 10+% CBD, and THC below it's detection limit. The test could detect THC only above 0.2%, but if less than that, it showed "ND" - None Detected. That strain is being sold in Lafayette, CO, at Herbal Wellness. I do not work there - live well over 100 miles away.
You might not find 0% THC. anywhere. Can you go to Herbal Wellness and get a clone? Or find Harli'tsu! Or CANNABERRY from Apothecary Genetics. I've heard good things about it. And they are also good people. And the beans are like $60 for 10. That's reasonable.
