Police militarzation is happening because there getting the equipment for virtually for free. The Dept of Defense has a reutilization program for all of the equipment they have..well some. Locals can apply and get equipment given to them rather then it be destroyed by the DoD and it for certain has gotten out of hand. There is no training that is associated in many cases with the gear. The result is the everyday police officer can sometimes be equipped as well as a SWAT team which goes through a ton of training. As for the OP talking about assault rifles. In the 1980s the FBI had a shoot out with some unsavory people. They were highly armed criminals and the FBI's firepower was serverly lacking. Took hours upon hours for shoot out to end. After that the FBI reevaluated the weapons they use. Out of that program came the 10mm and .40 cal round sizes among other things. In many cases State and local take there guidance from the Feds on gear they use.
