Can't really tell from the pictures what type of setup you are growing in, but it should never be that soggy looking. The roots need air too. You don't want your medium to dry out completely, but it needs to be well aerated. When it does dry up some and is ready for some water, just dampen it don't drench it.
I'd carefully squeese some of that water out of those jiffy rooter things. They are entirely too wet. I'm not familiar with your light, but you want it close enough to keep the plant from stretching and far enough away to keep from burning the plants. If you can keep your hand under it without it feeling too hot, the plants should be able to handle it. I have never used the waterfarm system, but I'd pry ditch the top drip setup, get a nice big air pump and a few big airstones. Plain old DWC. Once the plants are huge, you could add the drip ring back.
Yes, it appears as though you have the GH WaterFarm. I would upgrade it, so to speak, with a big air pump and 3 or 4 good sized airstones. Don't use the drip ring until the plants are rather large, if you use the drip ring at all.
