Try to above the stem hole (or whatever it's called), draw and modify from there. Trial and error isn't going to hurt you here.
My god china is setting up their game, a replica of a hornet recycler? any who, i'd suggest putting water enough to cover the whole from the joint where smoke enters the main chamber.
put some water in, test it out, and if you think it needs more, add more. There is no specific water level for any specific piece.
I'd say looks like right below the bottom blue perc. That covers the downstem where the bowl goes. Without that, smoke would bypass the water completely.
