Nelson may not have the lung capacity/endurance that he once did.. i think it comes down to age as well as tolerance. i would think Nelson would have the higher tolerance. and the most important twist, is this; who was smoking the most back in 1975? Marley was diagnosed with cancer in '77, passed in '81. unless the original question was presumed as if Marley never died (in which case weed would be legal). i feel like i just way over analyzed the OP question.
