If you think it is a wise idea to trace private military IP's then you are going to have more problems than finding your father.
hire a lawyer and do it proper. cover your ass. call a private investigator. and ask advice. but a lawyer would be an almost guarantee of receiving the alimony.

One possible solution would be to open a civil case, and then subpoena the ISP to give the billing details of that person.
