One smelly plant can stink up an entire house, so unless you're growing a low odour strain, and you don't want your place to smell, yes would be the safe answer...
I grow 3 plants in a closet and I don't use a carbon filter. But I'm legal and live in California so if people can smell it I guess they don't care. I don't think it smells outside though.

Yes you really need a carbon filter, I had a 20cm plant filling the whole house with a strong skunk smell. Go for a low odor strain, like northern lights
Even a low odor strain like northern lights is still going to smell like weed growing. Maybe it's the pheno I have but she smells pretty pungent, not as bad as some though Get a filter even if you are legal, weed smells great and all but if you have a professional job you'll find your clothes reek of pot growing if you don't get one, not worth losing a good job or getting kicked out of your place lol. Be safe and grow some dank bro
My last grow was northern lights and i had to go buy a carbon filter while in midflower. Smelled my whole apartment up.
