Yes, you will need to test and adjust ph if you want an optimal grow. You might get lucky if you have the right water and nutrients and it will mix up at a somewhat right level. If you start having issues, its going to be hard to troubleshoot without it though. Whether or not you need to buffer your water depends on what the pH of the untreated water is. You want your pH to be in the range of 6.4-6.8 in soil. Spring water isn't necessarily in that range. If you use water outside that range then you risk the plant not being able to uptake all the nutrients it needs and/or uptaking too much of another nutrient.
What's wrong with your tap water? You will need to do an initial pH test just to check it's suitable or if you need to adjust it. You can buy a digital pH meter for as little as £4 (about $6) from China. You would be mad not to have one at that price. The first one I bought I had for 8 years and it never needed calibrating. The one I have now is about 2 years old and is still spot on

Chances are if you're growing in soil you won't even need to use it. But using it once will show you if your tap water is ok to use. And it will be handy to have to rule out a pH problem if you do get issues down the line. For just £4 it's worth it Edit....
