Kentucky MMJ Bill

    House Speaker Greg Stumbo (D–Prestonburg) introduced a bill this week that would legalize marijuana for medical purposes in Kentucky.

    House Bill 3 would make marijuana legal for Kentucky patients who are certified by a physician. The Department of Public Health would be charged with establishing a patient registry and issuing ID cards to qualifying patients. The department would also be charged with regulating dispensaries that would produce and sell marijuana for patients.

    The bill would cover a broad range medical conditions. It would not allow patients to cultivate their own plants.

    Stumbo said he does not expect the bill to become law this year, but he told reporters that he sees the issue gaining support in Frankfort.

    “I think it's one of those issues … that the more people learn about it, the less they fear it,” Stumbo said.

    A separate measure, Senate Bill 40, has also been pre-filed in the Senate by Sen. Perry Clark (D-Louisville). Unlike the HB 3, Clark's bill does not allow for medical marijuana dispensaries but does allow home cultivation by patients.

  2. That's encouraging! Part of me would rather see Bill 40 pass to allow cultivation, but I imagine dispensaries could gain access for more patients, so I suppose that may be better, at least out of the two.
     
    I'll get on writing and sending articles to local congressmen out here in KY again. And good idea, I could send a thank you to Clark and Stumbo :smoke:
     
    I've never held my breath over these bills, but the more action regarding MMJ (as well as hemp and recreational) I see, the better I feel about drug laws improving here at home.

    Anyone with a decent closet has the capacity, as long as the state says they can...
     
    Thats why I want to devote myself to the industry, to try to get the ability to do it yourself into everyone's hands that says "yeah, I can do that". Dispensaries for the people that can't or don't want to do it, and small scale cultivation for qualifying individuals, licenses and regulation for large scale cultivation... thats the right setup
