Why? He's never running for office again so he doesn't have to cave to social conservatives for political reasons Also I believe, despite what RWNJ's think, he respects the democratic process. If over 70% of the voters want it, they get it or should get it. The Republicans OTOH, have to play to their social conservative Christian base. Yet at the same time they passed a bill that prevents the Feds from taking action against states with MMJ laws. I will admit that I am a bit confused by their DC stance in light of that they did to rein in the enforcement against MMJ. Could be as simple as they don't have to face the voters in DC.
They honestly may have screwed themselves with the wording of the bill too...the bill prohibits DC from "enacting a law or regulation to reduce penalties on marijuana" but the activists are still moving forward to get the measure to be put in order since the law was technically enacted prior to this by the will of the voters, the law was enacted when the voters said Yes. We will see if this argument holds water, but that is currently what they are pushing, even though this would have no regulatory framework and create a black market by default, it is still in the realm of possibility. I am just hoping some of the Indian Reservations within a couple hours from me decide to start growing and selling cannabis.
