Not really unfortunately... CA in particular is extremely strict, but US wide has a 25 year Emissions law ban which means anything 25 years or older is legal to import, but newer is always going to be illegal. You can try to have it passed by getting a pass on emissions etc. But it will still be illegal and considered contraband if found. Edit: the only way to "legally" import an S15 is for off-road purposes only (basically a track car). Of course you may be able to drive it illegally for a bit of time, but keep in mind an S15 isn't cheap would be a bummer to have confiscated and crushed...
if i was going to import a japanese car, it would be an R32 chassis Skyline. ill take a rear wheel drive model or a full on 4WD GTR.
There was a Californian S15 featured on Speedhunters a few years ago IIRC, so it is possible if you jump through loads of hoops.

I don't think you can import any cars newer than 1999 in Canada anymore. I know I have seen s14s up here, but never a 15
